Pickup Mystery

This was in the parking lot of a Wal-Mart in the Sunrise Beach area of the Missouri Ozarks.  What with pickups and outboard motors being so ubiquitous, it took me a sec to realize that what I was looking at wasn't quite right.

It's an unmissable, travelling advertisement.  The sign on the stern transom reads as follows:
